Urban EBA

Changes in climatic conditions represent one of the greatest challenges facing humanity over the coming decades. With over half of the world’s population now living in urban settlements, climate change impacts pose major concerns for many of the rapidly growing cities of the world where climate impacts, interwoven with existing vulnerabilities (rapid urbanization, extensive poverty and social marginalization) create significant risks for large numbers of people. The impacts to urban populations include, inter alia, reduced access and availability of fresh water and food, loss of livelihoods, loss or damage to infrastructure and urban dwellings, increased spread of life-threatening diseases, and loss of life.

Climate change impacts are felt particularly severely among poor and marginalized populations, being low-income residents of slums. Because of their systematic exclusion from the formal economy of the city, their lack of basic services and entitlements, most of the urban poor live in hazardous sites and are particularly vulnerable to the consequences of climate change. The natural resilience of urban ecosystems is undermined by human activities as a consequence of the complete or partial removal of the ecosystem - replaced by alternative land uses or filled by urban expansion - and also the diminishing natural resource base resulting from over-exploitation of highly demanded ecosystem services (e.g. water, fuel wood) by vulnerable, dependent urban populations. Unmanaged, these stresses are intensified by climate change, potentially pushing an ecosystem beyond a “tipping point” where it can rapidly change into an alternative state with reduced biodiversity, value and function.  

Ecosystem Based Adaptation can be a sustainable solution to climate change in urban areas. EBA is a climate change adaptation approach that can help address urban climate change impacts through incorporating EBA into national urban climate change policies and the planning of adaptation processes in an operational way, constituting a promising option for sustainable and efficient adaptation to climate change.
